Courage, in this telling, means ruling the way he wanted, and a court that declines to do so has not erred but flinched. The trillions cited arrive with no arithmetic attached, which is convenient, because a number nobody can check is a number nobody can dispute. Most striking is the grievance that the rules for becoming a citizen have been permanently altered — by judges reading the document that sets them. When the Constitution rules against you and you call it a sad chapter, the chapter you are describing is your own.
