A character reference works better when it comes with a character, and this one arrives as a floating verdict in search of a defendant. Whoever is being vouched for here has been granted a federal seal of approval that cannot be checked, appealed, or even addressed to anyone in particular — which may well be the appeal. The exclamation points are doing the work the evidence declined to do. Somewhere a man is now nice by executive assertion, and the rest of us are left holding an empty compliment with the President's fingerprints on it.
