The phrase about proceeding without further contingency, doubt, or threat is not the language of a building permit; it is the language of a man announcing that reality has run out of appeals. And describing the National Trust for Historic Preservation as not affiliated with the United States Government is less an exposé than a definition: that is what a private charity is. Being ahead of schedule is easy when you are the only one holding the schedule.
