A rendering is a picture, and a picture cannot be on budget any more than it can be ahead of schedule — there is nothing yet to be late. “Massively expensive, but free of charge” is the sort of accounting that works only if you never say who is writing the checks or what they might expect in return, and the White House belongs to the public whether or not the public was consulted about the floor plan. Note also the signature at the bottom, as if the post might otherwise be mistaken for someone else's boasting about his own ballroom.
