There is a particular genre of foreign policy in which the head of one government announces that the country next door is finished, offers no figure more precise than ‘millions and millions,’ and then closes with a bit of anthem wordplay. ‘Already showing up in their numbers’ is the grammar of a man who wants the authority of statistics without the inconvenience of citing one. Note also the signature: a sitting president initialing a post as though it were a treaty, or a hostage note, or a hall pass. Canada, for its part, holds elections, which remains the standard mechanism by which Canadians decide whether Canada is destroying itself.
