The Constitution gives the power of the purse to Congress, and any majority there, of either party, can vote to mail checks. That is exactly why declaring the other side incapable of it is nonsense. A payout that depends on who wins an election is not a policy but a sweepstakes, with the ballot as the entry form and the prize redeemable at a later date to be determined.
