The President says one of the things he intends to do with Venezuelan oil is fill the strategic reserve, which he says was virtually emptied by his predecessor, and that the process will begin very shortly. He describes the oil as a gift from Venezuela to the people of the United States, and thanks it.
The post does not explain by what arrangement another country's oil became his to allocate, who agreed to give it, or what the United States is giving in return. Gifts, in the ordinary usage, are offered by the giver rather than announced by the recipient.
