The argument here is a machine for turning any warning into a hoax: if you once worried about something, you are permanently disqualified from worrying about anything else. Then comes the safety framework — prosecutors, presumably serving subpoenas on a superintelligence — offered in the same breath as a vow to encourage the very thing that supposedly needs reining in. The tautology at the center, that whoever wins the winning will have won, is doing an enormous amount of load-bearing work for a post about the most consequential technology since the loom. A head of state can be bullish on a new industry without also insisting that everyone who asks a question is running a con.
