The argument here is a snake eating its own tail: the money will arrive because previous things arrived, and we know they arrived because he is the one saying so. Nowhere in all those capital letters is a funding source, a mechanism, an agency, or a date — just the assurance that when he says something, he means it, which is a statement about sincerity and not about arithmetic. Note also the useful structure of the claim: if the check never comes, the blame is pre-assigned to the people he has already renamed. A dividend is normally paid out of profit; a country is not a company, and “Pure SUCCESS” has never cleared a bank.
