Note the structure: a victory lap, a doomsday forecast in which every sport including the profitable one is ruined, and then — tucked in like a receipt — the names of the two senators who declined to agree, plus the assurance that they will come along. That last clause is not optimism; it is a weather report about a storm the author controls. And the 91% figure floats free of any poll, pollster, or question wording, which is convenient, because a number nobody took can never be wrong. The sports-policy argument may well have merit, but merit does not require a hostage list appended to the acknowledgments.
