When the forecasters guess low and reality comes in higher, the polite word for that is “a miss,” not a psychiatric condition — though it is telling that the only economists granted the title without scare quotes are the ones agreeing with him. Tariffs are taxes collected at the border and paid by the importers who pass them along, which is an odd trophy to wave on Labor Day. And the boldest claim here is the one that cannot be checked at all: the factories that will be teeming, before long, any minute now.
