Kremlin spokesman Dmitry Peskov said a Putin-Trump-Zelensky summit is possible only to finalize existing agreements, not to negotiate them, responding to reports that CIA Director John Ratcliffe proposed such a meeting during a Moscow visit.

Trump said in August 2025 he expected a trilateral summit within two weeks; none has occurred since. Zelensky publicly proposed meeting Putin directly in June, which Putin dismissed days later as pointless.

Peskov characterized the settlement process as too complex for a leaders' summit to resolve directly, while accusing Kyiv of being unwilling to work toward a deal.

A year of ‘two weeks away' has aged about as well as most promises with that shelf life. The Kremlin, for its part, has found the perfect stalling tactic: demand the deal be finished before agreeing to discuss the deal.
