Twice in one day, the most powerful man on Earth has opened the posting box, attached a file, and decided the English language could sit this one out. It is a curious strategy for someone otherwise so fond of capital letters. The public is left to decode it like a ransom note with the words removed. Transparency, apparently, means you can see right through it.
