Ukrainian President Volodymyr Zelensky awarded Elon Musk the Order of Freedom, one of the country's highest state honors, ranking just below Hero of Ukraine and the wartime Cross of Combat Merit. Musk's SpaceX operates Starlink, the satellite network Ukraine relies on for connectivity.

Western media reports say Ukrainian officials have been pressing Musk to allow Ukraine's military to use Starlink to strike targets inside Russia — permission Musk has reportedly not yet granted.

Handing out your second-highest medal to a man who is still saying no to your actual request is either strategic flattery or a fairly expensive hope-you-change-your-mind. Ukraine is not exactly overflowing with leverage over Musk, so a medal ceremony will have to do the diplomatic work a phone call apparently can't.
