A GAO review of nine federal broadband programs run by the FCC, NTIA, and the Departments of Agriculture and Treasury finds all had begun distributing funds as of February 2026, with some networks not expected to be finished until 2030 or later. The $42-billion BEAD program, among the largest, relies on FCC mapping data to identify underserved areas, but small communities and resource-strapped providers say the process for challenging inaccurate data is burdensome and unclear.

GAO also flagged NTIA's October 2025 requirement that BEAD providers certify they won't take other federal funding for 10 years, meant to ensure projects are self-sustaining, but noted NTIA hasn't specified when it might need financial data from providers to catch trouble before service lapses. GAO recommended the FCC do outreach to help smaller players navigate the challenge process, and that NTIA spell out its monitoring plans; both agencies agreed.

Nothing says confidence in a $50-billion buildout like an audit finding that the agencies running it can't say when it'll actually work, or for whom. A challenge process too complicated for the exact communities it's supposed to help isn't a bug, it's a filter — and everyone involved nodded along and agreed to try harder, which is bureaucratese for 'noted.'
