An American president has announced another country's export plans, tonnage and timetable included, on that country's behalf, and the only stated sign-off is his own. Each pledge is bigger than the last, ending with a figure ten times the first that depends on how Moscow's refineries happen to be doing. The phrase ‘coming down in record numbers’ is the kind of promise nobody can check. It is followed by a passing claim of ‘total control’ of a strait and a pivot to Iranian nukes, all of it presented as a single fuel-price story, as if one were not stranger than the next.
