An impact assessment that gets written after the bulldozers are already idling at the tree line isn't an assessment, it's a receipt. Nigeria doesn't need to choose between roads and mangroves, it needs to stop treating the paperwork that's supposed to decide between them as a formality to survive rather than a question to answer.
