There is a particular genre of governing in which the solution and the safeguard against the solution are announced in the same breath, and the reader is invited to admire the sleight of hand rather than the ledger. A proclamation that both floods the market and shields it from flooding is not policy, it is a warranty printed on the back of a cocktail napkin. If the price at the counter drops, we will be told it was the plan; if it climbs, we will be told the plan is still loading.
